Item 6(g): Indo-Chinese refugees

1. Full solution to the problems of Indo-Chinese refugees and displaced persons depends on political resolution to conflict in
Indo-China. We continue to support efforts to this end.
2.
The Vietnamese and Lao Governments and the Phnom Penh regime
must take proper responsibility for their citizens. It is their oppresive political and economic policies which cause the continuing
exodus.
3. The ideal remains the creation of conditions in which
Indo-Chinese refugees may return to their countries without fear of
persecution. No such solution is in sight. In the meantime, we
commend the humanitarian response of Thailand and other places of first asylum and the continuing efforts of UNHCR and other
international and voluntary organisations in answering the humanitarian needs of Indo-Chinese refugees and displaced persons.
4. UK will continue to support relief efforts. Record
contributions of £1.35m to UNBRO, UNHCR (£350,000), ICRC and NGO
programmes in Thailand in 1985, plus £50,000 for Orderly Departure
Programme (ODP) and £75,000 for Anti-Piracy Programme (APP).

Pledges so far in Financial Year 1986/87 include £100,000 for
UNHCR Thai refugee programme and £70,000 for APP (also £250,000 for UNBRO and £100,000 for ICRC). Announced at New York donors meeting
in September.
