AFGHAN REFUGEES IN PAKISTAN AND IRAN

1. Huge long-term problem.

International community must not turn its

back. Direct result of Soviet occupation and brutal tactics.

Soviet Union must withdraw all its troops to allow return of

refugees in safety and honour as called for in successive UNGA

resolutions. UN Secretary General's efforts to secure settlement on

this basis blocked by Soviet/Kabul regime prevarication.

2. Continuing heavy fighting and food shortages demonstrate

deteriorating situation inside Afghanistan. Large numbers of war wounded reaching Pakistan hospitals. Refugee exodus continues.

Admire Pakistan's generosity and UNHCR skillful handling.

will continue to provide substantial assistance announced 13% increase in our aid for Afghan refugees this year.
