(a) Agree that the Swiss proposal to include
Sub-Committee reports in the final report should be
withdrawn. It is clearly in violation of several
UN directives and resolutions. However, we should
urge UNHCR to make the Sub-Committee reports
available in New York for UNGA.
(b) No need to include reports of Sub-Committees
in Excom report. While it is nice to have
everything in one paper many countries re-present
their case at UNGA. Providing the summary records
are made available at New York cross-referencing
should protect countries concerns just as well
as narrative.
