Commissioner's positive reaction to the Joint Inspection Unit report that he
will do what he can.

The idea was to strengthen the Regional Bureau with a view to improving operations at field level. It effectively meant cuts in posts at headquarters. Changes at senior level have now been made and the
reorganisation is well under way.
