UNHCR Evaluation of assistance activities

UK AIMS

To support UNHCR's attempts to improve the effectiveness of the system.

LINE TO TAKE

Welcome the initiatives taken, particularly the establishment of an Evaluation. Committee to improve follow-up procedures on recommendations arising from evaluation studies; the purpose of evaluation is to have feed back into existing and new. projects and the more that is done the better.

Pleased to have details of key evaluation conclusions and to note that many of the recommendations are in the process of being implemented.

Commend UNHCR on steps taken on food aid policy and attempts to strengthen collabora- tion with WFP and other major donors. UK has been working hard in other for to improve food aid effectiveness including donor cooperation.

BACKGROUND

The sub-committee on Administration and Financial Matters was first established at the 31st Executive Committee Session October 1980. It deals with UNHCR's financial proposals, saving considerable time in Plenary Sessions and perhaps reducing some of the political pressures for extra assistance to individual countries. Support was expressed at the 36th E&COM for strengthening evaluation. The High Commissioners new efforts are part of his strategy to improve programme management
