Self-sufficiency programmes

Welcome the emphasis on self-reliance programme.

We have specifically supported

these activities in Sudan and Pakistan. In particular we applaud the unequivocable

success of the joint IBRD project for Afghans in Pakistan, which we understand has

succeeded its objectives of providing employment and income opportunities to Afghan

refugees. Currently considering a contribution to the UNHCR's programme for

Afghans.

These are the kind of projects which can also benefit the host community. If UNHCR

identified appropriate projects ICVA might encourage NGOs to explore the possibility

of ICARA II projects.

Background

The possibility of similar joint IBRD projects in the Sudan has been raised but the

UK has felt unable to press IBRD to participate whilst Sudan has not met its

obligations to the IMF. The UK has suggested a willingness to involve the voluntary

agencies if UNHCR identify appropriate projects for ICARA II funding.

III. ICARA II

Line to Take

The link between refugee aid and development has assumed increasing importance and is widely recognised by the international community. ICARA II is specifically designed to fund infrastructural development activities in those African countries

experiencing large influxes of refugees. We have committed about £2m to date out of

our £5m Pledge, with proposals amounting to about £1m in the pipeline.

Background

UK pledged £5m over five years (1984-1989) at the ICARA II Conference in July 1984.

Out of the £2m committed, £1m has been spent so far. Proposals in the pipeline

amount to around £1m. Current projects supported include agricultural settlement,

income generating, community development, primary education in Sudan and similar

projects in Guinea, Chad and Rwanda.
