Accession to international instruments

The issue of accessions to international instruments was discussed at the twenty-eighth session of the Executive Committee. At that session the Committee adopted Conclusion No. 4 (XXVIII) on International Instruments. In the meantime a number of States have acceded to the 1951 Convention and/or the 1967 Protocol and the Office has continued its efforts to promote further accessions to these and other international refugee instruments at the universal and regional levels. In view of its importance, the subject of accession to international instruments is again submitted for consideration. A Note on follow-up to earlier conclusions of the Sub-Committee of the Whole on International Protection on this issue is contained in Document EC/SCP/44.

3. Detention of refugees and asylum-seekers

Several thousand refugees and asylum-seekers throughout the world are currently detained in a variety of circumstances. In view of its serious nature, the Sub-Committee of the Whole on International Protection may wish to address the general issue of detention with particular reference to the different grounds on which detention is permissible, the conditions of detention of refugees and asylum-seekers and access by UNHCR. These issues are also addressed in Document EC/SCP/44.

4. Military and armed attacks on refugee camps and settlements

At its thirty-sixth session, not having arrived at a consensus on the subject of military and armed attacks on refugee camps and settlements, the Executive Committee requested its Chairman to continue consultations on the matter (A/40/12/Add.1 paragraph 115 (1)(h)). The Chairman will report on the outcome of the consultations he has conducted pursuant to this request.
