That more efforts should be made to improve the standard of education and vocational training provided to the refugees.
That all camp schools should be of a standard comparable to that required for
registration under the Education Ordinance.
Education Department
inspectors should visit the schools and suggest how standards and facilities might be improved.
That Education Department should arrange short basic teacher training course for Vietnamese teacher.
That elementary education of refugees is to be carried out within the camps.
That refugees in open camps who wish to pursue further education be allowed to attend outside educational institutions on an openly competitive basis.
That refugees in closed camps who wish to pursue a full-time course of further education should be considered on an individual basis, and be allowed to study at a registered educational institution on an open competitive basis.
That all refugee children are to be subject to the same regulations on school attendance as local children, and that parents be held responsible for ensuring their attendance.
