HKG can put refugees under administrative detention in Victoria Prtison. The practice blurs the fundamental constitutional principle of the separation of powers.

What the refugees think

The refugees are often not told why resettlements have been turned down. They have a feeling of powerlessness.

The Closed Camp Policy

There is no evidence to justify that the Closed Camp Policy has achieved its purposes. The lack of resettlement prospects is the most effective deterrent to arrivals.

That the principle of closed camps is still justified because of the greater problem posed by illegal immigration from China. Most refugees from Vietnam and illegal immigrants from China are economic opportunists.

Vietnamese refugees lies with third countries which have an obligation to offer more places of resettlement.
