Appalled by the lack of facilities in many of the camp schools, and the standard of teaching ranges from good to bad.

Refugee children can be denied education under the Immigration Ordinance but in the camps, children do attend schools.

Refugee children stay in sub-standard schools. The camp schools are not registered under the Education Ordinance.

There is a shortage of adequately educated Vietnamese from whom to recruit teachers and the schools also lacked adequate teaching materials.

Because of the legal restrictions, refugee children cannot attend schools and other educational institutions for further education after completion of schooling in the camps.

The educational programmes were neglecting basic living and cultural skills and refugees face traumatic adjustments when they arrive in a resettlement country.

Vocational Training

The depressing atmosphere and slow pace of life in closed camps do not encourage refugees to study. They lack motivation.

Running vocational programmes on a commercial basis by some voluntary agencies gives refugees a financial incentive to learn and seems to OXFAM to be a sensible policy.

Vocational training programmes in open camps

tend to be more successful.

A total lack of purpose to life in the closed camps. The way in which the camps are run denies refugees independence.
