Some improvement and alteration works would be required, but they should not delay the use of the camp as the works could be done even after the camp is in use. About 3,500 refugees can be accommodated in its two sections. However, initially only the lower section (capacity 2,300) is suitable for family accommodation.
Hei Ling Chau: a site for the construction or a closed camp for 2,500 is available. The lead time required for construction is 9- 12 months, but it could be made available by phases, the anticipated completion date of the first phase being April 1983, with the whole camp being ready by September 1983. A further 500 could be accommodated in a nearby institution.
In sum, the arrangements set out in paragraphs 16 and 17 above would provide accommodation for the following numbers of refugees by certain dates as follows:
