Vietnamese Refugees in Hong Kong

Thank you for your letter of 30 June enclosing a letter to the Prime Minister from the Administrator of the Hong Kong OXFAM Group about Vietnamese refugees in Hong Kong. I enclose a draft reply to Mr Bale.

You may feel that, since Mr Bale is only the Administrator of the Hong Kong OXFAM Group, it would be better for the letter to go from a Private Secretary, suitably amended, than from the Prime Minister herself.

The main point of Mr Bale's letter is to press for a further commitment from HMG to accept additional Vietnamese refugees from Hong Kong. The draft is deliberately non- committal in this regard. We are in the process of implementing our current commitment to resettle some 500 refugees from Hong Kong. FCO Ministers will be considering in

due course, in consultation with their Home Office colleagues, what further steps might be taken to tackle the problem.
