VIETNAMESE REFUGEES IN HONG KONG: RESETTLEMENT IN THE UK
Problem
1.

eventually renew,
the present programme resettlement of refugees from Hong Kong.

I recommend that the Secretary of State write to the
Home Secretary on the lines of the attached draft.
Background and Argument
3.
The Secretary of State saw my submission of 8 July
which described the background and recommended the next
step. We have since written to Home
Office officials on
agreed by Ministers and discussed the
resettlement position with them.

4. The Home Office indicated in these discussions that in
their Ministers' view our commitment to Hong Kong under our
reply to the Home Affairs Committee's Sub-Committee on Race
Relations and Immigration (SCORRI) is almost fulfilled. They regard the figure of 500 mentioned in our reply as a quota for Hong Kong and envisage that this will be filled during the course of September. Meanwhile, in view of our
