The important thing is that there should be a visible and continuing flow, even if it

is small. Such a decision would, I know, not be an easy one for you: but failure to take it could in my view be

difficult to defend against a continuing international responsibility for Hong Kong and would also in due course expose us again to the sort of domestic pressure which

produced the SCORRI report.
