Thank you for your minute of 15 September about Vietnamese refugees
in Hong Kong.

I do not think that it would be right to pre-empt our decision on a
further offtake from Hong Kong by continuing to call forward family reunion
cases beyond the 500 to which we are already committed. But this need not present any problem when David Waddington visits Hong Kong next week. There
will not be a hiatus as the present programme is not yet quite complete:
there are still about 40 people to be called forward.

I suggest therefore that, if asked about the position on his arrival, David should say that the programme the Government committed itself to in response to SCORRI has not yet been completed; that he is taking the opportunity of his visit to Hong Kong to see the situation on the ground, and on his return will be discussing with us whether and, if so what, further measures might be taken to help relieve Hong Kong's pressing and longstanding
refugee problem.
