Cannot regard this as other than long-term strategy: though will
pursue as hard as we can.

In meantime must continue to help Hong Kong relieve immediate
problem. Continued resettlement is only short-term solution: our
agreement to a new intake will encourage main resettlement countries
to involve us in their discussions on the wider aspects of the
problem; encourage other countries to continue resettlement
programmes; and help contain situation in Hong Kong camps by keeping
alive hope of resettlement.
We shall be contacting Mr Morris very soon to arrange further
discussions between officials on immediate Hong Kong problem.
