John Fields and I met Martin Barber and Graeme Jackson of BRC on 31 October to discuss priorities in resettling refugees from Hong Kong and South East Asia. It was agreed as common ground that no commitment to take any further refugees had been made but that it was sensible to compile a full list of those for whom an application had been made and to establish an order of priorities.

2. I suggested that we should have a final cut off date for application and it was agreed that this should be 22 October 1986, the date of the BRC's meeting with Mr Waddington. It was also agreed that the lists should be copied to Hong Kong to check that the refugees have not already been resettled.
3. We drew up 3 categories of relationships:
Category 1
Category 2

Category 3
Parents, children, grandparents, grandchildren, unmarried siblings.
Married siblings and their families but excluding in-laws unless they would be isolated by the resettlement of the rest of the family.
Anyone not falling within the other categories.
BRC accepted that spouses, dependent children and fiances should be excluded as they could apply for settlement under the Immigration Rules.
4. It was also agreed to give priority to those who had spent the longest period in refugee camps. We agreed the following categories:
(a) Those arriving in camps prior to 1 October 1983.
(b)
Those arriving in camps prior to 1 October 1985.
(c) Those arriving in Camps prior to 22 October 1986.
(October 1985 was the start of the SCORRI programme)
5. We agreed that, subject to any decisions on figures, the groups should be called forward for settlement in the following order:

However cases could be dealt with outside the priority groups in compassionate
circumstances.
