I met with Graeme Jackson and Martin Barber of the British Refugee Council on Friday to try to establish the extent of the potential intake under an extended family re-union criteria and an order of priorities.

I attach a note of that meeting which sets out the categories but the British Refugee Council still need to secure the agreement of the agencies to the proposals so there may be some minor alterations. We have also now managed to secure a complete list from both Refugee Action and Ockenden Venture of their outstanding cases. You will already have had some of the names with my letter of 24 October but I am enclosing all the lists with this letter so that you have a complete picture.

As you will see, if the categories we have established are accepted, details of the family relationships and the length of stay in Hong Kong will be important. I should be grateful therefore if you could establish whether those on the lists are awaiting resettlement, the approximate date they arrived in Hong Kong and their relationship to the sponsor. We shall also check the names against our records. Once we have a complete picture we can put a range of options to Ministers but, as you will understand I cannot predict how they are likely to respond.

I am copying this letter to Benjamin Tang at your London office and (without the lists) to Hong Kong Department and South East Asian Department at the Foreign Office.
