Problem
1.
How should
we respond to the Home Secretary's
minute of 12 November, in which he sets out the Home Office
view that Ministers should not agree to a further
commitment to UK resettlement of Vietnamese refugees in
Hong Kong except as part of an international initiative to
solve the Vietnamese refugee problem; and proposes that Mr Renton and Mr Waddington meet to discuss this further?
