voluntary return to the PRC due to its consequent carlier resolution to their problems. As stated earlier, PRC Embassy clearance for those requesting voluntary return to China is usually much quicker than those who have not yet requested such return.

To better coordinate policy and its implementation between the IIK Government and the Government of the Philippines, UNHCR would suggest that a small delegation be sent from the Government, comprised perhaps of a senior official from the MFA and a senior official from the CID, to Hong Kong to meet with Mr. Ken Woodhouse, Principal Assistant Secretary for Security Operations and Refugees in the HK Government Secretariat and with members of his staff. Such a visit would allow the GOP representatives to see first hand the HKG immigration screening process of newly-arriving Vietnamese; .to see the kind of material assistance given to Vietnamese who "agree" to voluntarily depart HKG and "go to the Philippines;" to express GOP views on this encouragement to move them on to the Philippines, especially the problems that this policy causes to the GOP; to perhaps suggest a trade-off of allowing HKG to actively encourage genuine first-asylum refugees to continue on to the Philippines, while HKG would actively discourage (or even interdict) the onward movement of suspected ex-China cases; to obtain more information on the debriefing process of HKG immigration to determine true identities and last places of residence; to discuss IKG-PRC procedures for return of ex-China cases to the PRC; and finally, to discuss ways to perhaps concertize policy and programme activities (including the feasibility of a transit centre for suspected ex-China cases in the PRC). UNHCR would, in principle, be willing to consider contributing to the travel and other expenses Philippine Government delegation.
