Beyer is trying very hard to persuade the Filipinos to regard Hong Kong as the best point at which to control ex China arrivals. To this end, he tells me he has offered to fund a visit by the appropriate MFA officials to Hong Kong to discuss the matter with you. Unless you feel that it might be useful I have no intention of broaching this subject with the MFA myself. So far they have shown themselves to be unwilling to bow to Beyer's pressure, but you should be prepared at some time in the future to face the prospect of a visit from potentially irate MFA officials. Quite frankly if I had to put up with Beyer I should be looking for somebody else to take it out on!
