MEETING OF FRENCH AND BRITISH COORDINATORS:

7 NOVEMBER

Mr Ratford will be meeting the French Director for Europe, M Plaisant, in London on 7 November. They meet approximately every six months, as one element in the structure of bilateral contacts established at the 1982 bilateral summit, to review the range of bilateral relations, promote improvements and try to prevent small irritants (eg, lamb) from becoming bigger. Their meetings also offer an opportunity to discuss other issues within their shared area of responsibility.

2.

Briefing (as concise as possible) falls into two parts. For the first part, I should be grateful if departments could, consulting others as necessary, take stock of relations with France in their field and produce:

points to make and background on any specific issues which we or the French might wish to raise;

a brief list of the main features of contact with the French in their field. (This will also serve as a basis for the checklist of elements of cooperation with the French which has been commissioned for MISC 76.)

To jog memories, I attach a list of the briefs prepared for the last meeting in May. There will doubtless be some changes; possible additions might include obstructions to UK exports to Reunion, and French tax on Gibraltar-registered yachts.
