VISIT TO WASHINGTON BY THE PUS: 12-14 NOVEMBER:
BRIEFING
1.
I attach a copy of Washington telno 2731 giving the PUS's programme. Briefing will be complicated by the PUS's visit being immediately followed by the Prime Minister's visit for talks with
President Reagan (and perhaps Shultz and Weinberger). Until the
Prime Minister's own programme is firm and we have guidance from
No 10 it is difficult to decide tactical questions such as the
extent to which the PUS's visit should be used to soften up the
ground on particular issues. I attach a list of briefing requirements as they look at present for both the Prime Minister and
PUS.
2. Grateful for any further suggestions for additions/deletions.
Subject to that grateful if briefs as in lists (b) and (c) could be
prepared for the PUS to reach NAD in final form by close of play on
Thursday, 6 November. They should be headed 'Visit to Washington by
PUS, 12/14 November' with points to make (if any) on pink, background on blue. They should be in 3 copies, as short as
possible and in 'tiret' form.
3.
PS/PUS will commission separate briefing on administrative
points for the call on Mr Spiers and on housekeeping matters for
discussion with Sir A Acland. PUSD may wish to submit briefing on
certain subjects for the PUS's call on Mr Gates direct to PS/PUS.
