We are most grateful for the High Commissioner's continuing efforts to persuade other countries to resettle Vietnamese refugees from Hong Kong: these efforts have taken place in parallel with our own Diplomatic campaign to exort others to follow our example in resettling more refugees.
Since our campaign began last September eight countries have agreed to offer 1,058 new resettlement places for Vietnamese refugees in Hong Kong. We are most grateful to these countries. 1,451 refugees left Hong Kong for resettle- ment in the first four months of 1986, 300 more than in the same period in 1985. There is a large gap, with over 8,000 refugees seeking resettlement and only 1,000 new resettlement places on offer so far, and we reiterate our appeal to UNHCR and to other countries to help us solve this long-standing
and tragic problem.

In the light of the responses from other countries, Hong Kong which is the only country of first asylum in the area which has a policy of accepting refugees for local integration has, in addition to the 14,500 refugees accepted for resettlement since 1975, decided to resettle up to 250 ethnic Chinese refugees from the open camps in Hong Kong. Since these refugees will be drawn from those in the Kai Tak camp who have been in Hong Kong for at least four years, this represents a valuable contribution by Hong Kong itself towards resolving the intractable problem of "long-stayers".
Hong Kong has also established a ship rescue transit centre in Hong Kong. Hong Kong's action represents an effort to ease the problems for RASRO participants of resettling ship rescue cases within the 90-day period deadline before the rescuing ship's flag state has to accept them. By establishing the centre Hong Kong will, of course, have to accommodate more refugees than at present.
