copy of a letter from Bonn giving the FRG's response to HMA Bonn's approach to Genscher on refugees, to the effect that no additional places can be offered to Vietnamese refugees without close family ties.
We shall use suitable opportunities to enquire whether FRG will take refugees with such
ties.
