Thank you for copying to me your helpful letter of 3 July to Dr Nguyen Phat.
Just for the record may I say that Dr Nguyen was mistaken in his letter of 13 June in saying that I suggested he ask you to lobby Cathay Pacific on air passages. When he called on me on 12 May, I said I would see if any of my Embassy colleagues had Cathay contacts here whom they could sound out discreetly. I later told him by telephone that I had drawn a blank on this and suggested that he write directly to Cathay, either here or in Hong Kong.
But I am naturally very glad if the approach, by whomever it was made, was successful.
I hope that the gloomy news on UNHCR finance and refugee motivation proves ephemeral.
