VIETNAMESE REFUGEES
1. Further to our telegram number 1279, we have now belatedly (but perhaps forgiveably Hugh Neighbour has just got married) received the attached from the US Embassy.
It says nothing we did not know, bar a nice little sidestep in para 6.
2. As you will have gathered, our approach on 26 June, in addition to seeking to press the Americans further on the resettlement problem, was a (low level) contribution to the dialogue with other countries that we feel we must now try to stimulate on the Indo-Chinese "economic immigrant' problem. Our telegram number 319 to UKMIS Geneva gives our current thoughts on that part of the problem. We shall of course let you know what (if anything) develops.
3. I would be grateful if you would not circulate the attached unless of course you have also received it from your local US contacts.
