2. Security measures within the present sites should be enhanced through additional guards and patrols, increased training, and better communications. The protection system operated by The International Committee of the Red Cross should be monitored and strengthened.

Administration Actions:

o The United States has worked with concerned international agencies to promote better internal security through improved Thai guards, prompt investigation and reporting of security incidents to Thai authorities, and establishment of legal markets to decrease smuggling activities.

o The United States will continue to monitor these protection arrangements, and continue efforts to gain statistical reporting of incidents and their resolution.

In coordination with other concerned countries, the United States should expedite admissions processing for Khmer on the Thai-Cambodian border for those eligible for immigrant visas and Visas 93 [spouses and minor children of refugees in the U.S.]. Humanitarian parole should be used generously for especially compelling cases not otherwise qualifying.

Administration Actions:

The American Embassy Bangkok has completed a survey of the petitions on file and begun the process of notification and interviewing. Immigrant visa petitions are current for 137 beneficiaries; 396 have non-current priority dates.

o Relatives have been notified of documentation requirements and permission for interviews has been requested for 47 individuals. The Embassy is now requesting documentation for non-current beneficiaries.

o Embassy Bangkok continues to work with RTG officials to expedite permission to interview border Khmer and to move them to processing centers once approved.

o To date, 44 border Khmer have been approved for admission to the United States; 8 have left Thailand.

o INS has issued guidance to the field stating that it will consider sympathetically applications for the humanitarian parole of dependent relatives of immigrant visa petitions who do not qualify under immigration regulations as well as for non-current immigration visa petition beneficiaries. among the border population.
