PROGRESS REPORT: RECOMMENDATIONS OF THE INDOCHINESE REFUGEE PANEL

The Indochinese Refugee Panel was commissioned in September, 1985, by Secretary of State George P. Shultz to review the Indochinese refugee situation and U.S. policies and options in responding to it. The Panel was chaired by the Honorable Robert D. Ray, former Governor of Iowa, and included Irena Kirkland, Gale McGee, Jonathan Moore, and Edward Schmults. The Panel traveled to Southeast Asia and to Geneva, Switzerland in carrying out its mission to examine issues and programs involving the situation of Vietnamese, Lao, and Cambodian refugees and displaced persons. The Panel's report, issued on April 18, 1986, made a number of recommendations for the future direction of U.S. Indochinese refugee policy. This report summarizes the Administration's progress to date in responding to those recommendations.
