VIETNAMESE REFUGEES IN HONG KONG

1. I see that I have never thanked you in writing for your helpful letter of 11 March. I was most grateful for this extra background information. Could you from time to time (eg monthly) kindly let us have updates on the number of refugees in Hong Kong, new arrivals and departures?

2. As Richard de Warren's letter (whose promise we reported in Paris telno 490) has not yet arrived, I have arranged instead to call on him on 21 May (the earliest appointment he could offer). I shall report the outcome, probably by telegram. We are entitled to a response to our various representations. (As well as my own contacts

and the démarches made by Mrs Chalker and Mr Ratford, the Minister recently went over the ground with Michel Combal, Deputy Secretary-General of the Quai)*

If Warren gives confirmation of increased French acceptance of refugees, I see no objection to your drawing this to the attention of other friendly countries, where you judge it might encourage them to be more generous too.

Dr Nguyen Phat, President of Ecoles Sans Frontières, came to see me on 12 May and gave me the enclosed papers

(which you may already have received from Hong Kong). awaits confirmation from the Quai of earlier indications by Warren's superior, Garcia, Director for French Overseas and Foreigners in France, that France might be able to take about 10 or 15 refugees a month who had undergone ESF training in Hong Kong.
