1. Genscher telephoned me at home on Saturday to ask if I could come to his house in Pech this morning to talk about arms control at Halifax. I did so, and you will have seen the resulting telegram. Thank you for the action which you took on Friday. I have also done a telegram about what Genscher said about a possible oil embargo against Libya. Time did not allow me to raise all the points in the Resident Clerk's useful telno 248, but the following did come up.

After I had told him that the main item on Radio 4 this morning had been about a cricketer who had admitted to smoking marijuana, which caused Genscher to say that all seemed to be well in the United Kingdom of Great Britain and Northern Ireland, I said I hoped he would get his development aid people back from Nicaragua for Honduras. He said he thought he would, but they were development aid people of special sort. Their headquarters was in Wuppertal (his constituency), where every side valley harboured an evangelical sect of a different kind, many of them pacifist. He described this as Rau's background.
