The Secretary of State raised this question (as briefed) with Genscher in the margins of the NAC in Halifax on 30 May. He asked if there was yet any news of the contacts Genscher had set in motion with the governments of the Länder. Genscher said not. He undertook to follow this matter up.
Perhaps Bonn could be instructed to follow this up with the Auswärtiges Amt.
