I am writing with reference to your visit to Ottawa last Autumn during which you raised the possibility of Canada increasing its intake of Indochinese refugees from Hong Kong.

I am pleased to confirm that the Canadian Government has increased its 1986 quota of government- sponsored refugees from Hong Kong by 450 places, from the initial figure of 650. This increase reflects Canada's willingness to participate in a common international effort to reduce the number of Indochinese refugees in Hong Kong.

It is hoped that other countries will also increase their levels of resettlement of refugees from this source. The Canadian Government will, of course, be follow- ing quite closely the efforts of the international community in this regard in establishing resettlement quotas for its 1987 refugee plan.
