Lady Young will be visiting Paris, primarily to address the WEU Parliamentary Assembly, on 3 June. She will have a working lunch with M Bariani, State Secretary (Junior Minister) at the Ministry of Foreign Affairs, whose areas of competence include cultural, scientific and technological affairs, French citizens overseas and foreign nationals in France, Latin America and Asia. This will be Lady Young's first meeting with M Bariani, who was appointed in March. Mrs Chalker met him in Paris on 28 April. The French are not proposing a formal agenda, but have suggested the discussions might cover WEU, South and South East Asia, Latin America and Southern Europe: we have suggested adding South Africa. I would be grateful if departments would provide briefing as indicated, consulting others where necessary:
