7. There are no serious differences between us issues at present. Genscher will be interested in the Secretary of State's assessment of the significance of the latest Gorbachev proposals and the scope for Anglo-German cooperation both in multilateral fora and in coordinated bilateral approaches to the Americans. We are in particularly close touch at present over our efforts to break the deadlock in the CW negotiations in Geneva.
