AFGHAN REFUGEES IN PAKISTAN: EVENTUAL RETURN TO AFGHANISTAN

1. Please refer to paragraph 5 of your letter of 14 April to Mr Drace-Francis.

2. I have sounded out UNHCR informally on the question of UNHCR's role in any return of the Afghan refugees to Afghanistan.

3. UNHCR feel they could be in a difficult position in view of their policy that any repatriation must always be voluntary. They would not wish to be associated with any arrangements whereby the refugees' return was used as a bargaining point or with any arrangements that involved any refugee be returned against his will. They would have to be satisfied that the arrangements under the fourth instrument of the political settlement were indeed only for voluntary repatriation.

Comment

4. I suspect that UNHCR have not yet drawn up precise arrangements for the return of the refugees and are probably awaiting the outcome of proximity talks before doing so. I shall report separately on ICRC's position, after my call on the ICRC Afghanistan Desk Officer early next week.
