likely to be repeated in the absence of further
initiatives by HMG or Hong Kong. I should add that,
that, in
response to a SCORRI recommendation and in the light of
the increased resettlement places offered by third
countries, Hong Kong has also decided to absorb 250
"long-stayers" from the open camps.
3. These additional resettlements in the UK, Hong Kong
and third countries have reduced the population in the
Hong Kong camps from 10039, when the Government's reply
was published last September, to [update] at 1 July: the
reduction would have been greater but for an increase in
arrivals this year. By the end of this year, however
most of the resettlement places made available in the
last few months will have been taken up. Hong Kong may
again be in the same predicament as in 1983 and 1984
when the only major resettlement programmes were those of
the US, Canada and Australia. These countries and others
have indicated, more or less explicitly, that the level
of any further offers of resettlement places is likely to
'be dependent upon a further offtake by the UK.
