I recommend that we adopt the strategy described in
paras 6-10 below. SEAD and UND concur.
Background
3.
The background was described in my submission of 8
July. This recommended a two-prong approach: we would seek to persuade the Home office to agree to a further intake of refugees, and we would begin international consultation on the long-term problem of "economic refugees".
4.
I have held informal discussions with Home Office
officials on resettlement
prospects.
They say that
Mr Waddington wishes to call a halt to resettlement; and that any proposal from ourselves for a further intake will have to be considered by H Committee when Cabinet
