the Indochinese peninsula. The main source for change of

usage appears to be the consultative meeting with

interested governments on Refugees and Displaced Persons

in South East Asia (Geneva 11-12 December 1978) and GA

Resolution 3326 which uses both concepts. The reason

behind this change may well have had much to do with the

fact that 140,400 persons left the Indochina in 1978

compared with 25,000 in 1977. (This is hinted at in the

UNHCR message of 16 December 1983.) The 1980 UNHCR

report continues the change over from "displaced persons"

to "refugees" by referring to "refugees" only (and not

"displaced persons") in the Indochinese context.

5. In the case of Hong Kong, all refugees from Vitenam

(or Indochina) have been granted refugee status under the

Immigration Ordinance, amended for this purpose in
