Sir Philip Goodhart MP has written to Mr Renton enclosing a memorandum with ideas for a closer dialogue with Taiwan. He has also written to the Secretary of State.

2. Since there have been a number of approaches to FCO Ministers by MPs in recent months, I think that Mr Renton may wish to talk through current policy towards Taiwan with the Department and I understand that a meeting is being arranged for 18 November. I further recommend that subse- quently Mr Renton should speak to Sir P Goodhart since I hope that in this way it may be rather easier to allay some of his fears, than would be possible in a letter covering ground that is essentially familiar to Sir P Goodhart and some of the other MPs who have written on the subject. (See, for example, the supporting letter from Mr John Gorst MP.)

Background

The background on this subject is already fully set out in FED's submission of 10 September, and in a series of questions and answers (together with background) prepared in 1985.

Argument

4.

In order to try to provide a focus for the discussion at Mr Renton's meeting I submit draft speaking notes that might subsequently be used in talking to Sir P Goodhart and Mr Gorst.

5. HKD have been consulted and their contribution is included in the draft speaking notes. I attach a telegram from Hong Kong about visa times.
