I have now discussed your letter of December 11th 1985 about the closed camps in Hong Kong with a number of people who have personal experience of them. There are a number of points in your reply which they contest but I feel I am not going to resolve this matter at second-hand. Together with the Director of Refugee Action, Julia Meiklejohn, therefore, I intend to visit Hong Kong next month to look at the situation for myself.
