REFUGEES: RECOMMENDATION 1031(1986) (1) OF THE COUNCIL OF EUROPE
1.
I have been asked to co-ordinate briefing on Assembly Recommendation 1031 (1986) (1) on the 24th Report on the activities of UNHCR for use by the UK delegation to the 397th Meeting of Minister's Deputies 22-30 May 1986.
2. In general I am content with the operative paragraphs of this recommendation (15(a)-(h)). However, I should be grateful for your views on paras. 15(f) and 15 (h) (i)-(iii), and on preambular paragraphs 6,9,10 and 12(i).
3. I should also be grateful for Mr Barton's comments on para 9 which may have implications for the 'closed camp' policy in Hong Kong, and from Mr Buck on paras 11 and 15(b), which might be deemed to include the Protocols Additional to the 1949 Geneva Conventions (they are lump ed together with 'universal instruments on refugees and stateless persons' in A/AC96/Inf 172 of 8 October 1984).
4. Contributions, if any, should consist of a 'Line to Take ' section outlining the acceptability or otherwise of the action proposed and a 'Background' as necessary and should reach me by noon 12 May so that I can collate a single brief within my deadline of 1400 hours 13 May.
