The ultimate objective of UK policy is:

(a) to help to solve the refugee problem in SE Asia; and (b) to help preserve stability in Hong Kong and the SE Asian

countries affected.

Towards this ultimate objective intermediate objectives are:

helping to relieve the refugee problem through the relief effort and through the three traditional "durable solutions": integration, repatriation and resettlement;

assisting Hong Kong in its response to the refugee influx; being seen to help and hence to gain the approval of, Thailand, the other ASEAN and donor governments and to avoid the adverse consequences of failing to participate in the programme of assitance;

contributing to a political

solution to the Cambodian problem

by seeking to secure Vietnam's withdrawal from Cambodia and by encouraging Vietnam to adopt more liberal policies on human rights and the economy.

8. In turn to attain these intermediate objectives UK policy is aimed at:

achieving an appropriate balance of effort from the international community towards resolving the refugee problem and wider political problem.
