POLICY EVALUATION: AID TO INDO-CHINESE REFUGEES IN THAILAND
1. Thank you for copying to me Mr Fell's minute of 20 November (copied also to Mr McLean (EAD, ODA)) with his admirable draft case-study on policy towards refugees in Thailand. I very much hope that this can soon be sent to the Treasury/MPO Joint Management Unit as the FCO contribution to the Whitehall-wide collection of case- studies. I also very much hope it can be unclassified, but if necessary I accept it must be Restricted; much will depend on whether the JMU intend to publish their collection or merely submit it to the Prime Minister and others within Whitehall.

I was struck by Mr Fell's sentence that this exercise
It has "Has been costly however in terms of SED resources". also been costly in terms of other FCO resources including my own time! I should be grateful if you could have a stab at costing the whole exercise.

It would of FCO resources to conduct such an exercise again. be more cost-effective to apply it to a case of present rather than past policy formulation but inevitably those concerned would be dealing with a crisis and could not spare the time for the JMU's neat type of case work.
