10.
I have
summarised the
detail because I believe it is
present position
in
some
essential that when David
Waddington
and Tim Renton meet
-
which I agree they
should do very soon
there should be no misunderstanding
a s
to
what Hong Kong, the UNHCR and the resettlement
countries
expect
of us.
The size of the
commitment
is
open
for
discussion
-
small monthly offtake would a
be
far
more
to use
us
in international
terms
than
a
further
numerical ceiling on the SCORRI lines.
But a specific
commitment of some kind for Hong Kong is required, beyond
our
RASRO and other
commitments, general
if we are both
to
fulfill
our obligations towards
Hong Kong and
to
have
any prospect of fostering a joint international approach
to
the
problem as
a
whole.
It
seems
to
me
that the
success
of
our post-SCORRI
commitment
in
reducing
the
size of the problem in Hong Kong
us gives
every
justification
for
further
resettlement
recommending
to
colleagues
that
the
in September 1985 envisaged
should
now be approved.
11.
I look
forward
Waddington's and
to seeing
which Tim Renton's discussions,
the outcome
of
David
I agree
should form
the basis of
submission early an
to
Our
colleagues.
