that I am always very much interested to have government based on the

very humanitarian principles underlying the '51 condition, do accept in fulfillment of this principle and in a purely humanitarian spirit

to take into account new situation or new reason whereby people

actually are leaving their countries.

This being said I think it is also important for everyone to come to some consensus and precisely not to mix the concept of economic migrant which I think is also a very clear one with other 17 situation where people if not totally and automatically and fully 18 qualifying under the '51 convention, nevertheless leave for a

combination of factors which have to do with politics, with violence. with pressure of any sort including economic pressure as a result of

these two factors.

So that here, as I said, and to be quite precise, what is 24 very much important also is when one looks at every given situation

and tries to find out the main reason why people are leaving and, as

I said,

clear even if it is not always easy to have clear cut answers, cut definitions, what is going on and whenever UNHCR does intervene it is certainly not in response to economic migrants moving out of the

country.
