1. Michael Richardson, Regional Editor of the "International Herald- Tribune" called on the Ambassador this morning for a background briefing on Indo-China. During the course of the conversation, question of refugees came up and the Ambassador took the opportunity to draw Richardson's attention, speaking along standard lines, to the current situation in Hong Kong. Richardson told the Ambassador that he had not realised how many of the arrivals were from North Vietnam. He added that he thought it about time his paper did another story on refugees, and that he would be asking the "Herald-Tribune"'s correspondent, Patrick Smith, to write something about the situation in Hong Kong.
I undertook to let you know that the "Herald-Tribune" were thinking of doing a story, and to give you advance warning that their corres- pondent would be contacting the relevant authorities.
