I refer to Mr. Newcomb's minute of 28 October with its attached draft beckground brief. I have only a
few minor amendments to suggest. On the query in Para 2 of your minute, please

The figures on refugee continually change, and I find it slightly odd to estimate (eg) the exact size of the ODP since 1979 down to single units in para 4. But this is a matter of style for you to decide rather than me.

I would say that "two" should really be "four", and this might be balanced by inserting "increasingly" after "shifted" (to cover other crises, eg Afghanistan and Central America).
(f) Para 6, second sentence I would be inclined to make clear that this perception is that of the resettlement countries themselves, by replacing "does not" with "they do not consider to". For the same reason, in the last sentence I would suggest adding "an" before "increasing" and replacing "awareness" with "belief".
(g) Para 10, first sentence "Indochinese".
