Mr Newcomb's minute of 24 October asked for comments and the updating of statistics for a draft background brief on Refugees from Indo-China. I have seen also Mr Leek's minute of 27 October.

As the simplest return, I am attaching a copy of the draft together with a number of manuscript amendments for your consideration. Some are stylistic; others update the position; some make more serious amendments of substance, in particular para 1, 6 and 19 as drafted. Other than these three, may I leave it to you to decide how many of these amendments you wish to take up?
3. I agree with Mr Leek's comment on Mr Newcomb's specific questions concerning the final sentence of para 2. I agree also with his suggestion on rounding off the statistics to the nearest hundred. In my manuscript amendments I have drawn on the attached set of UNHCR statistics. If you agree to round the figures off, you might wish to cross- refer with these. The rounding off is particularly important in respect of sub-paragraph 3 of paragraph 18 as drafted; whereas we might use UNHCR statistics for resettlement places offered by other countries, we are keen to make more of Britain's contribution and so use a higher "ball park" figure. I think that the paper should include a footnote at some point giving UNHCR as the source of most of the statistics used.
