Latin America, mainly aimed at assistance to aged and handicapped
refugees. Recently, UNHCR has also concerned itself with
refugee-orientated development projects, to provide additional long-term aid to countries of first asylum to assist them in the
local integration of refugees.
6. The UK has always had close links with UNHCR. Relations with
UNHCR in Geneva and with the UNHCR representation in London are
excellent. In addition to regular contributions to UNHCR's General Programme (currently £3.5 million cash and £2.8 million in food aid)
Britain hs contributed £15.96 million since December 1984 to UNHCR
special appeals.

UNHCR's revised budget in 1986 as approved by Executive
Committee of UNHCR is US$424.11 million. Much has already been contributed or pledged but there is a shortfall of some
$62.5 million as of October 1986.
Restructuring
On arrival, M Hocké ordered a streamlining of the organisational structure in Headquarters and established five regional Bureaux with geographical areas of responsibility, in order to provide maximum efficiency in UNHCR's field activities and to promote the role of field offices. The Regional Bureaux will be responsible for rall operational aspects of protection and assistance activities and will report directly to the High Commissioner.

The 37th Session of the Executive Committee (6-13 October
M Hocke's first) was workman-like and efficient. Annex C gives a
brief summary.
Asylum-seekers

Many more asylum-seekers from developing countries are now arriving in European countries including many who aim to use the asylum process as means of avoiding immigration and/or employment
regulations.
